Triskel 9's Application Launcher keeps saying "Applications Updated." over and over

When trying to check the applications installed on my system using the application launcher on the application tab it keeps saying “Applications Updated.” blinking (like refreshing the menu) over and over again without letting me navigate through the menu at all. The worse part is that, when it starts doing this, it seems it also affects the performance of the entire user interface some how.
Another thing that happens when this issue arise, is that when trying to use the “Add Widgets...” on the context menu of the panel, the window showing the so called widgets also is blinking as the app menu does, like if it were being updated over and over again and scrolling the list all the way up, and very difficultly, allowing you to pick one if you do it fast enough.
Live session on a Trisquel’s USB pen does the same thing and I have tested in another different computer of mine. I believe the issue might be affected by the system language used. I have track the problem to a file in the .cache directory on the user directory called ksycoca5_en_iuiJaFDdWR1oeFmqPa_sZe2ScwQ=
Every time the problem shows up a file is created and deleted over and over again called ksycoca5_en_iuiJaFDdWR1oeFmqPa_sZe2ScwQ=.EV2781

I think I found another lead to the problem https://bugs.kde.org/show_bug.cgi?id=352787
Big mistake, I was using tris(k)el and not the vanilla trisquel ISO, so I was using KDE and not MATE. Any way I have change the title accordingly and hopefully it might help some one out there confused as I was. Thank you.
Is this an upgrade system? (8 > 9)
Did you installed some app before you got this behavior?
Are you using backports, external repositories like PPA?
I've not seen this issue on triskel, please share more details maybe we can address the issue.
