as you know, debian 11 does not use a completely free kernel by default, unlike Linux-Libre in Trisquel, maybe this is somehow related.
network maganer install and work.
Trisquel 10 netinstall + xfce

I think this is not related to the kernel but to the network manager xfce uses.

You mention you used the netinstaller, that means that all packages were pulled from the internet repositories, I presume using the same network card.

Please try booting a LiveISO with any of the default supported DE,
- MATE
- KDE
- LXDE
- Sugar

Maybe we can find the root cause doing some differentials.
