Missing dependencies for package python3.8-venv

Trisquel version: Nabia

Package python3.8-venv require python-pip-whl, but this package is missing in repository.

python-pip is intentionally not available. As the trisquel project can't provide a fully free python repository (yet?) once a fully free repo python repository is available, then python-pip package will surely be reintroduced.
