Release Notes say "this is a development release"

Description

When using Update Manager to upgrade from 4.0 to 4.5, the user is show a window titled Release Notes. The first line of the text in this window reads:

This is a development release, do not install on production systems!

Since this is now a stable release, I assume this message should be removed from the text.

I tested this in a virtual machine. It has been fixed.
