When Abrowser fails to read a PDF file with the built-in PDF reader it uses, or if it is taking a long time to load, it displays the following message:
"If this message is not eventually replaced by the proper contents of the document, your PDF
viewer may not be able to display this type of document.
You can upgrade to the latest version of Adobe Reader for Windows®, Mac, or Linux® by
visiting http://www.adobe.com/products/acrobat/readstep2.html.
For more assistance with Adobe Reader visit http://www.adobe.com/support/products/
acrreader.html."

Bah, on closer inspection, that's just what the PDF I looked at looks like.
Yes, I've also found some documents with this "feature" before. I've seen you took this question to the forums, I hope you get to a proper solution there, even though I'm afraid the only one possible is the proposed one that begins by writing to this organization and asking for a non-discriminatory solution.
I'm well aware that this is much more easily said than done, of course :-(
