I guess it's because the more users (of Tor) the more anonymity. The original objective for the network (by the military) was to discreetly communicate and lose the endpoints. It's not worthwhile if you cannot drown yourself in the masses. So they had to give it away for everybody to use.
You could ask the fish in the sea why they swim in herds. Snowden (and Greenwald) just want to fade out in the noise.

Seems a bit like FUD, to be honest.
It has never been a secret that it's sprung from the military -- just like the internet. Even the army can be of USe or unharming and inTELLigence have some wisdom.
Snowden must be clever, even more so than we think. I doubt he shows his cards. Living in Moscow, he needs Tor, but that's not enough alone. Tor must be combined with other programs, encryption and good evasive habits to obfuscate everything and escape the trappings of data mining.
But what do I know. I just believe him and listen to him. After all, we have to put our trust in something. Until proved otherwise, Tor is the way to go.
FUD is all that is. The U.S. government started and continues to support development of Tor because Tor is useful to them. They might want to compromise the security of other governments and agencies, but not their own.

The funding part is old news for me,the very first day i visited the Tor project site i checked out most of the Funding sponsors and more.
As Chris rightfully puts it on the last link from above
The only way out of this is to fork the project so that it is not funded by any government
The 1st crowdfunding campaign brought in some money but insufficient for the project to rely on
Any project can be criticized,it is legitimate to do so.The fact that the very same people involved in Mass Surveillance are financing an anonymity project can be questionable and solutions should be envisaged
