If I understand correctly, the packages for a given program can vary from one generation of the OS to another. I think this has to de with different dependencies.
Please correct me, if I am wrong.
Now, if anything, what could I expect to be the differences between XFCE for trisquel 12 compared to XFCE for earlier versions?

Trisquel 11's repository includes Xfce 4.16, whereas Trisquel 12's has Xfce 4.18. The links on https://www.xfce.org/about/news/?post=1671062400 (the release announcement of Xfce 4.18) should therefore answer your question.
