If you're using Trisquel 5.5 and wish to enable Gnome Panel, simply
install the gnome-panel-session package (this will also bring in
gnome-session as a dependency). Logout, and you should have an
additional session choice, "Gnome" in addition to "Gnome Classic".
"Gnome" will start a session with Gnome Panel.

I am not sure why, but every installation of Trisquel 5.5 I've tried so
far didn't detect 3D acceleration support properly (on Nvidia or Intel
chipsets) and apparently didn't install Gnome Panel by default.

Are you perhaps referring to GNOME Shell?

Gnome Panel is enabled by default as it is the panel you get in the
Classic session.

Also, I don't have a "gnome-panel-session" package. To get Shell I had
to install "gnome-shell" and "gnome-session".

Assuming that you are referring to GNOME Shell and not Panel, then that
would be correct. Trisquel does not "fall back" to the Classic session
like other distros. Instead, it uses only the Classic session
(gnome-session-fallback) and does not install Shell (gnome-session) at all.
