does anyone here have any experience with groff? I would be cool to pick Times New Roman font.

I have no experience with groff/troff but if you are using
Libreoffice, I would consider the Liberation Fonts.
"Liberation Serif is metrically identical to Times New Roman. However, designer Steve Matteson changed the letterforms considerably, making it less rounded and more squared."
