Hi CESQ, I'm sorry to hear you are having trouble with your net connection. I presume you have tried all the obvious fixes, like:
* make sure the router has a working net connection (can you get the net to work on another device connected to the same router?)
* if you're using an ethernet cable to connect your computer to your router, check the cable is plugged in properly at both ends, and that it works (can you test it with another computer?)
* if you're using WiFi to connect your computer to your router, turn your wireless networking off and back on, or try it with an ethernet cable.
* reboot your system

When you say:
> I recieve messages from Telegram.

Do you mean you received those messages on the same computer that seems to be having trouble connecting to the net? Or on another device connected to the same router?

Can you provide any more details about exactly what you did, in what order, and at what point you noticed the problem connecting to the net?

Hello cesq, I am Telegram user and I noticed that Telegram seems to
use own dns system to connect to the internet separated to the
GNU/Linux system dns. This is why I also often experienced same
experience as yours. The good thing there is that you are certainly
connected to the internet (thanks to telegram's proof) (so I think
your router is okay) but somehow other applications cannot. I have
weak networking knowledge so this is only my guess.

My suggestion:
1) make sure your /etc/resolv.conf points to correct dns address
2) make sure your system dns resolver is working and not disabled
3) make sure no two network connections connected at a same time

Cheers!

Hi, CESQ. If you have the possibility to use a computer where Internet works to download this file [1] and install it with

$ sudo dpkg -i /path/to/network-manager_1.2.6-0ubuntu0.16.04.3_amd64.deb

(Don't copy that command verbatim either. Replace "/path/to" with the location of the file.)

perhaps it can work. Good luck & have a nice day.
