CWirc was available in Trusty but is not available in Xenial.
Could somebody package it?

You can probably use the .deb package http://myspace.voo.be/pcoupard/cwirc/debian/cwirc_2.0.0-0_i386.deb.
You could also build it from source, https://directory.fsf.org/wiki/CWirc here is a link to the tar file.

It wants xchat and xchat-common, which as discussed aren't in
Xenial/Flidas.
You can try to grab deb files for xchat and xchat-common, and any
dependencies of those, etc. One of two things will happen:
- eventually all dependencies are satisfied
- you hit a dead end where a Trusty package is compiled against a
different version of some library than the one in Xenial, at which
point you need to build these things from source or have them
repackaged for Xenial/Flidas
However, since cwirc seems intended for use with xchat, and since you
have not asked anyone to package xchat for you, just cwirc, I wonder if
perhaps you plan to use cwirc with hexchat? If this is correct, the
proper solution is to repackage cwirc to depend on hexchat and
hexchat-common instead.
XChat is actually absent from Trisquel 8's repository. I do not know why.
I think it doesn't come in the Ubuntu 16.04 repos. I also found that it has not being maintained since 2010, I think that would be enough reason to not include it.
Yes, Xchat is dead. Long live the fork HexChat.
This plug-in is also dead, not having had any updates in 13 years. I couldn't even get it to compile due to what seems like bitrot.

It's not in Trisquel 8 because it's not and Xenial, but what's weird is
that it's back in Bionic.

If it was removed from Xenial because it's abandoned, I'm not sure why
it's back for Bionic despite there being no new release.

So yes; it's still not maintained. It's got security bugs that are not fixed. Move on to HexChat.
Inferior and not recomened is that a serious rumbling or disappointment,, is it gpl or variant to it that matches., gpl code...
