Net Gains vs Net Loses when it comes to Privacy

Hopefully the title wasn't too confusing.

I made a very basic calculation with a lot of approximation, so as not to drown in details, and found out that even in the worst countries ( when it comes to crime ) today, Mass-Surveillance is still a net loss of overall freedom in the system. And not by a little bit. Jamaica has 0.053% of the population killed by homicide. Germany has like 0.0008% , just for comparison. To have Net Gains of overall freedom, by using mass surveillance, there should be more than 20% homicide! Again Jamaica has only a mere 0.053% and it is one of the worst countries when it comes to homicide rates. So by any metric mass-surveillance is making everything worse by unbelievable magnitudes.

Please be free to argue with me on that. My model seems to be a bit too simplistic as of now. But due to the complexity being potentially infinite, I don't know if there is a way to calculate everything. Something should be simplified for this. I want to read your ideas about how to solve it.

Also, if it is true, the implication of this is insane. And more has to be done to prevent it.
