You can try to install Trisquel 9 Etiona first: http://jenkins.trisquel.info/makeiso-etiona/iso/
Only installing some Ubuntu 18.04 on top of Trisquel 8 would not let you reach your goal, because "python3-twisted" depends on "python3-twisted-bin", which depends on the version 3.6 of Python.

I cannot re-install right now. I am still saving up for more disks.

Well, you could use https://launchpad.net/~deadsnakes/+archive/ubuntu/ppa to install Python 3.6. Welcome to dependency hell.
