If there's free drivers available for the USB adapters, sure. I wouldn't bet on it though. For HDMI output, you might have better luck just getting a dock for your T400 and using the dock's HDMI output.

USB 3.0 adapter on an ExpressCard is of course usable on T400. But I'm not sure whether USB 3.0-to-HDMI (or any other USB-based display) has free/libre implementation.

One major drawback of T400/R400 is the lacking of DisplayPort. And if I remembered correctly, there is no DP on the dock, either. However, there is DP interface on either X200's dock or T400s. For the 15-inch models R/T/W500, there is DP interface too, but as long as it has discrete graphics, the discrete graphics must be used in order to use DP output, so it's impossible to flash coreboot/libreboot and use DP output for discrete/dual graphics models. However, R/T500 without discrete graphics is perfect.
