Unavailable package: python3-pip-whl

What's the procedure when a package is unavailable? I want to install python3.10-venv [1] or pypy3-venv [2], but neither package is installable. They both depend on python3-pip-whl which is unavailable. How can I find out why it's unavailable, and how might I help to make it available?
