Package emboss contains some data documented to be under non-free licenses

This is a paperwork issue. Debian have dealt with the matter in their bug 694908 http://bugs.debian.org/cgi-bin/bugreport.cgi?archive=no&bug=694908 and all the data has been relicensed under a free license.

@sirgrant please change status to upstream until the the package with the correct license documjentation comes down from Debian.
