Add issue submission guidelines to the issue tracker page

It would greatly help the users reporting issues if there was a guideline explaining how to do it properly. This could include a sample issue summary template as well as explanations on the exact meanings of the fields (ie. Category, Priority, Status etc.)

I'd like to see that too. I submitted a feature request on this issue as well, but will mark it as a duplicate of this one.

I agree! I just entered a new issue and probably misinterpreted the intent for the field "Assigned"... I thought it meant acknowledging entering the issue, but now suspect it might have more to do with whomever may be willing & able to help resolve it?
