In reviewing the file zoo.c I see "noncommercial use permitted." Can
we take this to mean they're not allowing commercial use? A free program must be available for commercial use, commercial development, and commercial distribution.

In reviewing the Copyright file I see that modified versions are
permitted but not anything that "violates the compatibility goals."

I believe this to be a violation of the FSD. Being able to modify the software means that I should be able to make an incompatible fork of the software, or one that doesn't have the same "compatibility goals" as the original developer. Otherwise the ability to modify software would be severely hindered.

Closing as upstream claims it's under public domain. Have asked them to update the license info to avoid confusion in the future.
