Change account picture with GUI

Is there a way to change my account picture through the GUI (in other words, without saving it as ~/.face)? Coming from Debian, I was able to do this and also resize/crop it that way.

Also, the login screen does not show my picture after making the change.

I cannot change the picture via Users and Groups.
