Error during update

does anyone encountered the following error:
Configuration file "//.config/debconf-kde-helperrc" not writable.
Please contact your system administrator.
I received it multiple times when I applied system updates for Trisquel
I am using Triskel 11 version with plasma.

I searched the internet for you.

That found https://bugs.launchpad.net/ubuntu/+source/kde-runtime/+bug/1851573
Try #19.
