Free Commandline Precompressor

Is there a free commandline precompressor software or script?

Only one i could find is http://schnaader.info/precomp.php. [1st release 01.09.2006]
Readme file mentions plans of releasing code in LGPL. I dont think its going to happen, as so far he has maintained it as a closed-source freeware for non-commercial use.

I did a cursory search but didn't come up with anything. Perhaps be bold (and polite) and ask him about the relicensing.

I was doing google search to see if he uploaded source somewhere else. But, it lead me to encode.ru where people seem to have been asking him(politely) for quite sometime.
Eg:

Surprising that there is no free software for this.
