"If the Russian experience with Linux is anything like everyone else's, trying to do something as simple as change screen resolution could mean that users are forced to recompile the kernel and reinstall the entire operating system. I want to think it's a joke (which is what it seems like without context), but after reading the article I'm not sure at all.

The Kremlin switch-over to GNU/Linux has been so long in the making that I had grown sceptical of it. Why make a big fuss of it now? I think it's got something to do with the auspicious launch of Windows 10. A renewed interest in surveillance and backdoors might be warranted.

Russia's home-grown Elbrus architecture is closed and proprietary, so no obvious help here for us libre enthusiasts, but it would be intriguing to try their hardware on a libre distribution and see how it is supported.
