Why is there no startup company ready to produce such devices as a replacement for our current refurbished ThinkPads and the Raspberry Pi?

There's no real reason to "replace" the Raspberry Pi. The major technical obstacles to freeing it, I believe, have already been surpassed, meaning some fleshing-out work is all that remains: https://github.com/christinaa/rpi-open-firmware. Rather than start from scratch, it would make more economic and environmental sense to simply have this project finished off and then re-use the existing body of knowledge (or even existing products) with this new libre firmware.
Of course, this doesn't cover potential concerns about the lack of commitment to liberty by the Raspberry Pi Foundation. Happy_gnu has already addressed these, however.
