Is the mali 400 gpu able to run on entirely free software? What free software gpu options are there which are suitable for notebooks and phones? Thank you.

Which one? Rk3399's GPU should work probably. Unless I am mistaken. That one is new enough that it can be used with only free software. I think the GPU is included? Idk though.

I have used an Olinuxino Lime 2 with Parabola in the past, and the GPU was running with graphical accelaration. The CPU is an Allwinner A20, from the description at https://linux-sunxi.org/A20, it says the GPU is Mali400 MP2, I don't know whether it is exactly the same like the one you are asking about.

My question is more abstract. I was told that if you have the source code running a given gpu then you can port it to the riscv architecture. I wanted to know if the mali 400 gpu could be an option for porting? And get a free software riscv gpu option?
