I am using MATE desktop environment with dual monitors.
Is it possible to get the same menu bar on both screens, with the same opened applications?
(like it is on Windows machine f.e.) ?
I know its possible for KDE Plasma
But all i can do is to make two separate menu bars, one for each screen.

You may want to try checking "Same image on all monitors" in System > Preferences > Hardware > Monitor Preferences.

Yes but I would like to have just the same, shared menu bar, not the entire image.
I use dual monitors to have more space to display more, not to see the same thing duplicated.

This made be think you may want the same image.

It is clearer now. I do not believe this is currently an option in MATE.

ye thats unfortunate. Such a good environment yet not having the feature being developed in most desktop environments around 50 years ago.

Interesting thing is that you can actually set "Show windows from all workspaces" switch, but it only gives you all windows from the same screen (and all workspaces on this screen).
I wish there would be extended option "Show windows from all desktops" and it would be just fine.

There is a closely related feature request from 2016, still open:
