I'm just a Debianite who happens to lurk on the Trisquel mailing lists,
so take my advice with a grain of salt. It sounds like you need to
install libdvdcss, the free software for breaking the DRM on DVDs. This
is generally not included by default due to the serious legal
ramifications of doing so.

It's fully free software, but can't be freely redistributed for
practical reasons. Inform yourself on the legal implications in your
country/region before trying to install it. Once it's installed, VLC
will (typically) automatically pick up on it.
