I was told sdr-console is free/libre software and available for Ubuntu,
so I thought I would try finding and installing it on Trisquel 8 (Ubuntu
16.04 Long Term Support).

I tried to find it online. Looking at what seems to be its website, it
is only available to download through Google Drive, Microsoft OneDrive,
and Dropbox. Neither of these disservices allow me to download the file
without getting into the JavaScript Trap.

Maybe someone knows how I can get ahold of this program in the usual
fashion, whether through a PPA, Flatpak, or source code archive.

Where did you get this idea? According to [their website][2] it is Windows-only. With the source code, one could potentially port it to GNU/Linux, but as far as I can tell they only publish Windows binaries, not source code.
