PDF is open standard. but you need a pdf reader. im free reading a pdf file? or making one? are there free pdf readers? help!

Document Viewer is included in Trisquel, and it can read PDFs.

PDF is an open standard, but there's actually some nuance to this: some PDFs don't follow the standard and can only be read with Adobe Reader (some sort of digital restriction mechanism, as far as I know). Luckily, most of them do follow the standard. FSFE actually has a whole site dedicated to free/libre PDF readers: http://pdfreaders.org/

Trisquel comes with Evince (called "Document Viewer" in the menu). You can use that for reading PDFs that aren't defective by design. For making PDF files, you can use LibreOffice (click "Export to PDF").

So. when i make a pdf file, how i get sure i followed the open standard path?

You can't make a defective by design PDF without Adobe tools, so any PDF you make with free/libre software will be standard. If for some reason you need to check a PDF, just try opening it with Evince; if it shows up right, it's legitimate.

If you are using free software to make it, chances are (bugs) very low
to not follow the standard. Other than that, test the generated file
with few free software PDF readers.

If you make a PDF file and you can view it on your system with a free
viewer like Evince or Okular, then it's ok.

If you use custom fonts, embed them in the document. It's what programs
like pdfTeX do by default, while it's not always done.

There are features not supported in free software and e.g. interactive
tax forms in Poland work only with the nonfree viewer. It's easy to
avoid it when making new documents.

Excellent. but if i find a PDF file that is defective by design, how can i turn it to freedom?

You can't. You would just have to complain to whoever gave you the PDF.
