Hello there,
i am wondering why Trisquel dont include an up-to-date Enlightenment.
Is it because some additional software isn't free?

The new E is available in version 0.23 but Trisquel Etiona only got 0.17....

Trisquel Etiona is based on Ubuntu 18.04, which is from 2018. This means most of the software packaged in it is about two years old, so it's to be expected that you don't get the newest versions of software.

As Kenogo says, Etiona is based on an older version of Ubuntu, and software in each Ubuntu release only receives essential security updates, not major version upgrades that might break stuff (that's what newer version of Ubuntu are for). However, E17 isn't a couple of years old, it's almost a decade old (released in 2012), so that doesn't explain it. It could be that Ubuntu have decided for some reason not to bother packaging any newer versions, but left E17 in their repos for backwards compatibility (people upgrading from older version of Ubuntu where they'd installed E17).

It's because of Debian. For some reason they stuck with Enlightenment
17 for many years even though there were newer versions available. They
packaged newer versions in their experimental repo, but did not push a
newer version to their unstable repo (on which Ubuntu is based) until
June 2018.[1] Since Ubuntu 18.04 was released in April 2018, it still
has Enlightenment 17.

I did

$ sudo apt-add-repository ppa:niko2040/e19
$ sudo apt-get update
$ sudo apt-get install enlightenment

to use a newer enlightenment (enlightenment | 0.22.3-0bionic0)with trisquel, because i really like E but development with the EFL (Enlightenment Foundation Libraries) is not possible because some libraries are missing.
So, I think it's not possible with trisquel. - but maybe somebody know how... ;)

Edit:
Maybe I should try GUIX System Distribution...

You could try downloading them here.[1] It's been a while since I
messed with Enlightenment. The eye-candy is impressive, but it's a hell
of a bugfest.
