I have trisquel installed on a usb stick and I want to make it as a rescue stick. What Software do I need to add to it if any to have all the features needed for rescuing?

Not sure what you precisely mean by rescuing but I guess TestDisk and PhotoRec must enter your definition. The "testdisk" package provides both.

You don't need anything to make a rescue disc. You just use the installation disk. If you have it on a USB, you can maintaine it updated. I mean, this is not Windows.
Unless you want a rescue disc to work repearing pcs you don't need a rescue disc.

Any live CD with GNU+Linux and chroot is 'rescue disk' enough for me. I keep a
Fedora CD lying around.

Take a look at the packages included in ubuntu rescue remix
http://www.ubuntu-rescue-remix.org/Software

And here you can find documentation on data recovery
