WINE doesn't seem to be in the repos. Why not?

It's there[0] - Wine 1.2 and 1.4.
Try Synaptic or Terminal with apt-get.

sudo apt-get install wine
sudo apt-get install wine1.2
sudo apt-get install wine1.4

You can search packages with this:
apt-cache search here-the-package-name

You probably searched on Add/Remove, but I don't know why it's not appears there.

I just downloaded WINE, then installed Bochs, because I couldn't find a build of Bochs with a GUI.

Most MS Windows applications are non-free. There are a few that are free though. I'd suggest being extremely weary.

Actually, it's released under the LGPL[0].

According to this hyperlink, Bochs is 'open source' under the LGPL.
