I installed monodevelop from the official repository with apt-get, and the installation went through with no problems. However, monodevelop failed to start from either the menu or command line, or as root (original discussion here: http://trisquel.info/en/forum/monodevelop-fails-start) . Installing libmono-cairo2.0-cil fixed the issue. libmono-cairo2.0-cil is not currently listed as a dependency for monodevelop. It should be.
I wasn't able to reproduce this issue in a brand new trisquel 7 desktop edition, are you using trisquel mini?
Installation went without any problem and once that finished I was able to launch monodevelop without any issues. In fact, libmono-cairo2.0-cil was installed with monodevelop:
