update package helpers for trisquel 9

I have made a wiki page to keep track of which package managers need work.

For now I have left out source packages that produce only udebs, because I didn't know how to test them and I figure that any problems will be encountered when it is time to make the installer. Otherwise, if a package helper is not listed that means that it is already in the repo and installable.

Please edit the wiki page as you fix package helpers. I have used tags like "pleasemerge", "removehelper", and "triggerbuild" to make it easier to find actions that need to be performed. After a package is successfully built it can be removed from the wiki page.
