Why haven't they still been approved?

Nothing.

Have they officially asked to be included in the list? If yes, then they just must be patient. Of course if the process is taking years then maybe a poke is in order.

It's worth noting that LibertyBSD is not a GNU distribution, so it wouldn't be listed on gnu.org/distros/free-distros.html, but rather on gnu.org/distros/free-non-gnu-distros.html.

Yep, and that's not until their problems are fixed: Last time it was evaluated the installer doesn't actually install LibertyBSD. It installs OpenBSD instead!

They replied saying they'd fix it:

But that was February and we're now in June. I'm not sure how that fits in with the FSF's criteria of having a "commitment to correct mistakes"...
