AMD released their source code for Radeon in mid-March. It was slated to be included in the 3.4 kernel release.

If it's still on track, are there any plans to incorporate the 3.4 kernel into Trisquel 5.0? If not, what would I need to do to strip out the binary blobs and proprietary drivers to create my own free kernel?

Unless you know otherwise the Radeon here is not sufficient code or
specification wise for a free solution. It remains a solution based on
non-free software and in the past it was stated that there were no intentions
to ever make it free. So while there was code/specifications released it is
still not satisfactory.
