I have some machines here where they automatically enable desktop effects. I need to turn those off because they render the desktop unusable. How can I turn these off from the command line? I'm sure there is a config file parameter that can be adjusted but I don't know where it is.

Try
metacity --replace
or uninstall compiz packages.
