Beneath a Steel sky license

The SCUMM game Beneath a Steel sky is available in the Trisquel repos. The Debian copyright file for this program contains a license that is fine except for Section 3, which states: " 3) You may not charge a fee for the game itself. This includes reselling the game as an individual item."
This means the game can be considered non-free since the free software definition states:
"But regardless of how you got your copies, you always have the freedom to copy and change the software, even to sell copies. "
Since last time I raised a similar issue my bug report and email to the FSF both went unanswered, what is the best course of action to take?

This was answered several times already -search the forum-. It is a
badly written free software license because you can attach whatever you
like to the program -an emacs copy, a picasso- and sell both.

I filed a bug regarding the non free game simutrans, nothing has happend with that bug. I understand developers are busy people, but it would be nice if we got this issue resolved.

That is a different issue. We are working to list all the packages
under the artistic license in our repositories to take an action in a
more global way. I requested a machine to the FSF to run a set of tests
on our codebase and I'm waiting for their response.
