I have a feeling that the proposals are going to be in Spanish anyway.

That is when apertium comes in handy, I guess: you can check this paragraph for example. When I submitted a link to the proposal, only the headers got translated, for unknown reasons.

So for our current purpose, Opentrad wins: we can simply "insert the web page address" of the page of the proposal we want translated, choose appropriate source and target, and get an almost instant approximation of the whole page. I think both resources give 100% same results.
