Does enabling DVD playback use non-free components?

If the answer is no, then why isn't this a base feature, included in the Trisquel repos?
No it doesn't. It's not included in the Trisquel repos because it's not included in the Ubuntu repos, and that's because of legal concerns.

As written in the documentation, it is because of the DMCA in the USA, the EUCD in the European Union, etc. Those stupid laws prohibit the circumvention of any digital lock. Even if it is amazingly weak such as DVD's CSS.
The manual was harder than it should (I edited it). To install "libdvdcss2", you only need to execute the following command in a terminal:
$ sudo /usr/share/doc/libdvdread4/install-css.sh
Actually, that page was updated and didn't refer to install-css.sh for a reason. See the thread on https://trisquel.info/en/forum/enabling-dvd-playback for why.
I tested the command right before editing the manual: it perfectly worked.
