First of all, it is GNU/Linux. Linux is just a kernel, and is useless by
itself, no matter how many distributions of it are out there.

Go to "System->Preferences->keyboard". In the new window go to the
"Layouts" tab and click the "Add" button. After you have two or more
layout you will have to choose how to switch between them. Click the
"Options" button under "Layouts" and go to "Keys(s) to change layout"
and check whatever combination you like.

If you're using GNOME, there is an applet that can be added at the panel
bar which allows you to switch between the different keyboard layouts. Look
on the "Add to panel" menu, the one appearing on right click on the panel
bar, for it.

Not anymore. It is part of the system tray/gnome-settings-daemon. [1]
In older versions of GNOME it is still available as applet.

I've made some changes on my system after installation, so that
might be the problem. I think the "System" menu should be available under
the main Trisquel/GNOME menu. I have "Menu Bar" option in "Add to Panel"
dialog that adds the "Application", "Places", "System" menus.

I do not use the mini version of Trisquel, so I do not know is there any
difference. It uses GNOME too right?

You could always access the keyboard settings by typing the application
name (terminal or ALT+F2): gnome-keyboard-properties.

It seems that the keyboard settings application is not installed in the mini version

I have typed gnome-keyboard-properties in the terminal and this is the result

sudo: gnome-keyboard-properties: command not found

Is there any way to install it?

I also tried sudo apt-get install gnome-keyboard-properties

but it gives me E: Couldn't find package gnome-keyboard-properties

That explains everything. Thanks.

According to LXDE's wiki [1] one should use the X11/Xkbmap
configuration files. It is also suggested to use fbxkb or xkb (the package
is xxkb). There is also a lxinput package that seems to provide some
keyboard related settings. Maybe you should try lxinput first. If it is
already installed maybe there is some menu option. That is all I can
say, never tried LXDE.

These are the packages:
fbxkb - X11 keyboard indicator and switcher
xxkb - Keyboard state indicator and switcher for xkb
lxinput - a program to configure keyboard and mouse settings for LXDE

In fact, Trisquel Mini uses LXDE as a desktop environment (see http://trisquel.info/en/trisquel-40-lts-taranis-strikes).
