How to find if a DVD is CSS'd?

I would like a way to know if a DVD uses CSS DRM, or not. I would also like to find out how to mount a DRM'd DVD as a block device, decrypting on the fly.

I guess if you can play it without having libdvdcss installed there's no css.

I heard that some countries made it illegal to decrypt css dvds, even though it's the only way to watch those dvds without proprietary software. Does anyone know which countries have this rule?

The term "civil disobedience" is extremely out of place in this case, since no one forces you to buy such dvds and you know which rules you accept right before you're buying them.
You want to disobey? Well, just don't buy them. Buying them means accepting their rules of usage and accepting the whole system, breaking those rules afterwards and calling it disobedience is just hypocrisy.

I never knowingly installed libdvdcss. I searched in Synaptic for the libdvdcss package, but there is no package called libdvdcss in the repos. There is a package called libdvdread4.

The package info of libdvdread4 says

The DMCA (Digital Millennium Copyright Act) in the US makes it illegal to circumvent DRM, including DVDs.

If you wish to install libdvdcss, read /usr/share/doc/libdvdread4/README.css

In the same directory, there is a script to install libdvdcss (DEB package fetched from http://packages.medibuntu.org). If it is legal in your country, run this script and you are done:
$ sudo /usr/share/doc/libdvdread4/install-css.sh
