There was a time in long-forgotten antiquity when the boxes were outlined in one-pixel-wide lines.
Where's the setting that restores the thin line ?

Does it help if you change the background color of the panel, or its transparency, in the panel properties?

Sure enough, selecting None (use system theme) gives the panel a dark grey opaque backgound,
white lettering, and jet black work space windows, which is a perfectly workable solution.
