When clicking on this link in abrowser: irc://irc.perl.org/rt

I was offered to use something called Mibbit by a browser pop-up. Mibbit is proprietary software and should not be offered.

Mibbit should be removed and replaced by free software such as https://kiwiirc.com/docs/development

The client requires nonfree javascript though. Isn't this an issue?
