The package r8168-dkms in belenos contains a driver used as a replacement for r8169. It contains binary blobs and is in non-free in Debian: https://packages.debian.org/sid/r8168-dkms. The Debian ITP for this package (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=648286) states that the license is "GPL-2+ (contains binary blobs)."
This package should be removed from belenos.
