'pdftk' package is missing from Trisquel 9

pdftk is a very useful command line tool for editing PDF files. It's missing in Trisquel 9, likely because it's also missing from Ubuntu 18.04. That seems like a mistake on their end, but it would be great if we could get some version of the package in Trisquel. Thanks!

There was a dependency drop that originated to also drop pdftk from bionic by the time that was solved it was not introduced on bionic anymore.

Focal's pdftk seems to work fine, it should be showing on the next repositories updates.
