Plasma Lacks Window Decorations

I installed Plasma yesterday. All windows lack window decorations. I
cannot move windows around or bring a window to the foreground.

I'm less familiar with Qt environments than Gtk environments, but it
sounds like you might be missing at least one package which should have
been installed along with the rest of the desktop environment. What is
the exact name of the package you installed?

Can you move windows around if you hold Alt or Super and click/drag any
part of the window? If so, then you are probably just missing whatever
provides window decorations. If not (and I suspect not, since you can't
even bring windows to the foreground), then you might not have a window
manager running at all. I think that Plasma's window manager is called
Kwin. What happens if you open a terminal and run

$ kwin

or

$ kwin --replace

?

plasma-desktop
plasma-nm
dolphin
sddm
kde-spectacle

No.

Yeah, this was the issue. Someone on IRC (joepublic) told me KWin might
be missing. Everything worked fine after I installed kwin and rebooted
my laptop.

sudo apt install kwin-x11

To the folks on the mailing list: Pardon the strange "code" tags. I try
